Jira 9.x - Hovering mouse pointer over options in the "Export" button of the issue search section doesn't work correctly

Issue Summary

On Jira 9.x if user mouse hovers over the options under the "Export" button the highlight/background behaviour works only in one direction.

This is reproducible on Data Center: yes

Steps to Reproduce

Since JAC is already on 9.4.x, it's reproducible here

1. In jira.atlassian.com, click on Issues >> Search for issues
2. click the Export button and hover the mouse pointer from top to the bottom options
3. Now try to hover back upwards or any other option

Expected Results

The hover over highlighting/background shows on the option user has their mouse pointer over

Actual Results

The mouse hover highlighting/background gets anchored in one place and doesn't move

Workaround

This bug does not have any impact on the actual functionality of the options.
Currently there is no known workaround for this behavior. A workaround will be added here when available
