Description
Issue Summary
When users try to log the work under issues by navigating to 'More --> Log Work' system throws the error 'You must specify a date on which the work occurred' for 'Date Started' field when using 'Chinese' language while it works well for 'English' language.
This is reproducible on Data Center: Yes
Steps to Reproduce
- Make sure the user profile has user language set to 'English (Unites States)' and all the date specific parameters of the instance are defaults under advanced settings.
- Goto any specific issue and try to log some efforts by navigating to 'More --> Log Work' option. Choose some date and specify (days/hrs/min) and save changes. This works well.
- Now navigate to user profile and change the language to 'Chinese' and save the changes.
- Repeat step No.2 and try to save the changes. Observe that system will throw an error and when translated it says 'You must specify a date on which the work occurred'.
- If you change user profile language back to 'English' it works well again.
Expected Results
System should allow logging work under issues for any language selected without issues.
Actual Results
System throws an error and when translated it says 'You must specify a date on which the work occurred' and this is consistently reproducible even when we ensure the date formats and format specifiers used are consistent.

Workaround
Use 'English (United States)' as the profile language for now to save the changes.
