Issue Summary

Sign-up popup not keyboard accessible

Steps to Reproduce

1. 
   Access Jira System with a “fresh” user

1. Press < tab> until reaching the User profile-Button in the meta-menu
2. Sign-up popup is automatically opened
3. Press < tab> to reach the first interactive element in the Sign-up popup

Actual Results

The Sign-up popup is not keyboard accessible, users can not reach the UI elements in the popup. The focus is set to the next interactive element behind the popup.

The popup is receiving keyboard focus at the end of the page.

Expected Results

The popup is to be adjusted in such a way that keyboard users can reach the content of the popup with the keyboard.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
