Issue Summary

The placement of the comment field in the Bulk edit screen is not next to "Change comment" selection. Instead it is given at the top of the page
This would be much easier to use if the comment box were next to the "Change comment" checkbox

Additionally, when you put a comment without ticking the check box "Change comment" the operation fails and the comment does not get saved.

This is reproducible on Data Center: yes (Only JSM type projects)

Steps to Reproduce

1. Select all the impacted issue in the JQL issue search. Click on bulk edit section.
2. On the operation page you will see this bug

Expected Results

comment field should appear next to change comment filed.

Actual Results

Comment field is shown at the top of the page
