Hovering over a filter's options is getting stuck when we move from bottom to the top

Issue Summary

This is reproducible on Data Center: (yes)
When we go to the issues search screen and select 3 dots (...) in a saved filter in order to select one of the options we have there, if we move from the top to the bottom it is getting stuck in the previous selection.

Steps to Reproduce

• Create any filter and save it as favorite
• Go to issues > Current search then click on 3 dots
• Move from "Rename" to "Delete" and then try to move back to "Rename" here you'll notice that the highlighted selection got stuck in the "Delete" option

The issue is fixed on 9.6.0

Expected Results

As a Jira admin, I want back the ability to mouse hover over the filter options without getting stuck in "any" option

Actual Results

Please check the steps above.

Workaround

Reselect the 3 dots (...) and make the selection again without hovering over the other options
