The workflow button UI has been changed with the release of Jira 9: Issue statuses and transitions are now in one place

Because of these changes, when a user does not have View Read-Only Workflow permissions for the project they are presented with "You don't have permission to view the workflow for this issue".

Currently, the only way to remove this message is by granting the user View Read-Only Workflow permissions which replaces the message with a "View Workflow" button.

We would like the ability to suppress this message without granting the users View Read-Only Workflow permissions.
