The starting page "Atlassian Jira is starting up" does not appear on DC

Issue Summary

During the start of the Jira process, the "Atlassian Jira is starting up" page is not displayed in the data center
This is reproducible on Data Center: Yes

Steps to Reproduce

Install a single node Jira with a DC license
Create a cluster.properties file

• You can mount a local path as shared storage and copy the files {data, plugins, logos, import, export}

  Start Jira and observe that the page "Atlassian Jira is starting up" will be skipped and the jira directly shows the login page.

Expected Results

The page "Atlassian Jira is starting up" should appear on Jira DC as well with one or more nodes

Actual Results

The page "Atlassian Jira is starting up" is nto shown and we directly get the login page.

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
