Description
Problem
The relevant transition screen gets removed when a project admin without Jira Administrator global permission attempts to edit a transition.
Environment
Jira
Steps to Reproduce
- Create a new project (I used Scrum software development template)
- Modify one of the transitions in the workflow to add a transition screen
- Create a new regular user
- Grant the 'Administer Projects' permission to this regular user
- Log in as this regular user and navigate to (Project > Project settings > Workflows > relevant workflow > Edit)
- Edit the relevant transition where the screen was added
- Notice that the 'Screen' field is not able to be edited. This is expected since project admins are not supposed to be able to select/update screens
- Click 'Save'
Expected Results
- Changes are saved and the transition still has a screen configured
Actual Results
- Changes are saved but the transition screen is removed

Notes
- Only happens when the 'regular' user does not have 'Jira Administrators' global permission
- Project admins are not capable of selecting/updating transition screens so by right shouldn't be removing them as well: Managing project permissions
The project administrator can create, update, or delete transitions. But they can't select or update a screen used by the transition nor edit and view a transition's properties, conditions, validators, or post-functions.
- This ultimately renders project admin to be unable to make any changes to transition with screens
