Allow users to choose their default sorting preference for comments

      Problem Definition

      On Jira 9.0.0+ versions, the default sorting order for comments in issues is set to "Newest first". It isn't possible to change this setting for users that wish to have "Oldest first" as the default comment view.

      Suggested Solution

      Allow users to define in their user profile which sorting order they have by default.
