Importing a Project may phase some inconsistency in activity log

    Description

      Issue Summary

      While importing Jira Project from one instance to another.
      and having both instances with almost the same users, but different user_keys.
      After the import, the project imported on the activity log of each issue may show the wrong user name, as it's getting the name that has the user key number as the user key from the source instance.

      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Source Instance with 2 users (user A and User B)
        • Create a Project
        • Create a few tickets
        • Assign the tickets to one user, and change them to another user.
      2. Target Instance with 3 users (User C, User A, and User B)
        • Then Check the activity log.

      Expected Results

      To show the information in both instances the same way.

      Actual Results

      It is showing the target instance activity log for this particular project, with the wrong username.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
