Issue Summary

Uploading the same attachment after its deletion doesn't work with Chrome.

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Create a ticket by selecting an Attachment
2. Now, try to delete the attachment and try to add it again

Expected Results

Attachment gets attached again

Actual Results

The attachment doesn't get added

Workaround

The issue doesn't happen with Firefox, users can use this browser as a workaround.
