Brand-new workflow draft on the "Text" tab shows workflow's last edited date, even when the draft is brand-new.

Issue Summary

On Jira 9.4.6, when you create a brand-new draft, click to edit it, and go to the "Text" teab, Jira will show a pop saying this draft was last edited on a date that is actually the date the workflow was last edited. Brand-new drafts can't have a last edited date, as it's new.

After performing any changes, the last edited date will update properly.

This issue is not present on Jira 9.8 but 9.4.x is LTS so this is why I'm raised this request.

Steps to Reproduce

On Jira 9.4.6, click to Edit an existing Workflow, go the the "Text" tab, a second pop-up will rise with an incorrect last edited date:
