Editing a existing comment to add another attachment would not add the attachment in the comment

Issue Summary

This is reproducible on Data Center: yes

Steps to Reproduce

1. Open a Jira issue in a software project, and add a comment to the issue to add an attachment.
2. The attachment gets added to the request, and we could see the link to the attachment on the comment.
3. Now, edit the comment. Go to text mode.
4. Add another attachment to the comment.
5. We see a message that the attachment is added, but the link is not added in the comment.

Expected Results

• The attachment link for the second attachment should also be added in the comment.

Actual Results

• The attachment link is not added in the comment.

Workaround

Please add the attachment in visual mode instead of text mode.
