As per Anonymizing users, when a User is Anonymized then all its occurances in the Jira instance would anonymized.
Jira should have a functionality to partially anonymized User details. For example:
Use Case: Tickets which are closed and older than a year. User details in such Tickets should be anonymized.

This is as per the GDPR principle to only store the PII data as long as it is absolutely needed

It is correct that the use case described here currently can't be solved with Jira out of the box, no matter the hosting platform.

If I may, let me recommend our app "Data Protection and Security Toolkit", which we developed for this exact use case: detaching personal information from the actual content stored in Jira so you will become compliant to regulations, but can keep the knowledge at the same time. It will solve your issue directly, and many more related scenarios. We offer it for Jira and Confluence on Server/DC and Cloud.

This enhancement is needed by our company to fulfil the GDPR policy to store PII data only as long as needed . And as PII information on tickets closed since more then a year is not really needed anymore, we are looking for functionality to support this GDPR policy and allows us to conditionally anonymize issues.

Our data privacy officer is asking why Atlassian as a worldwide acting company that tells that it support GDPR is not providing such functionality.
