Description
Issue Summary
Focus moves inappropriately when user activate the toolbar options.
Steps to Reproduce
- Navigate to the "Create" button in header section.
- Activate the above mentioned button.
- Observe that "Create Issue" modal dialog has been appeared on the screen.
- Navigate to the toolbar options and activate it.

Actual Results
When the user activates the "Bold [Cmd + b]", "Italic [Cmd + i]", "Underline [Cmd + u]" and so on buttons, the focus moves to the input field instead of remaining on the triggering buttons. As a result, keyboard-only and screen reader users will have to navigate the page content again before accessing the content which is after the triggering interactive element.
Expected Results
Ensure that keyboard focus should stay on triggering element.
In this scenario, keyboard focus should stay on "Bold [Cmd + b]", "Italic [Cmd + i]", "Underline [Cmd + u]" and so on buttons.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
