Clicking in the Jira window but outside the 'Create Issue' window activates a 'Cancel' command. This behavior gives the User the OK / Cancel choice - which is confusing, as reported on:  "Navigate away" pop-up message gives confusing options (Cancel/OK)

When the 'Create Issue' window is popped up in front of the Jira browser, it should be the window of focus, and clicking on the rest of the Jira window should do nothing but flash the active 'Create Issue' window (as is normal for popups from parent windows).
