Create issue modal dialog : The help icon links are opening in a new window without warning

Steps to Reproduce

1. Turn on screen reader, navigate to “Create” link in header region and activate it
2. Navigate to “Get local help about Issue type” link and activate it. Observe that it gets open in new window without warning.
3. Navigate to “Get local help about Priority” link and activate it. Observe that it gets open in new window without warning.

Actual Results

Users were not informed about "Get local help about Issue type", “Get local help about Priority", etc links displaying information in a new window. As a result it will lead confusion in minds of screen reader users about this links.

Expected Results

Inform users in advance about links opening in a new window. Add an visually hidden text such as "opens in a new window" inside the link.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
