Issue Summary
When the users close the modal dialog the focus moves inappropriately instead of moving to the triggering element.

- Navigate to the “Manage Dashboards" link and activate it.
- Navigate to “Create new dasboards” link and activate it. and Create a new dasboard
- Open "Edit dashboard" page.
- Navigate to the “Edit layout” link and activate it.
- Observe modal dialog gets added on the page.
- Navigate to the “Cancel” button in the modal dialog box and activate it.
- Observe the focus moves inappropriately.
Actual Result
When the users activate the “Cancel” button in the modal dialog (that becomes available on activating the “Edit layout" link), the focus moves to the top of the page instead of moving to the triggering element.
As a result, keyboard-only and screen reader users need to pass the extra content to reach the desired element.
