View all Project: Focus moves inappropriately

      Issue Summary

      When user dismiss the modal dialog using screen reader focus moves to top of the page inappropriately.

      Note: A similar issue has been observed on the header region of the page for the "Help us improve Jira" modal dialog. Please refer to screen recording 2.

      Steps to Reproduce

      1. Navigate to the "Projects" dropdown present in the header section.
      2. Navigate to the "View all projects" option and select it.
      3. Observe that "View all projects' page has been appeared on the page.
      4. Using screen reader, navigate to the "Create Project" button and activate it.
      5. Observe that modal dialog has been appeared on the page.
      6. Navigate to the "Cancel" button and activate it.
      7. Verify that screen reader focus is moving inappropriately.

      Actual Results

      Focus moves inappropriately to top of the page instead of triggering element i.e. "Create Project" button when the user close the modal dialog,
      As a result, screen reader users will have to navigate the screen content again before accessing the content which is after the triggering button.

      Expected Results

      Ensure that the screen reader focus moves to the triggering element when the modal dialog is closed which can be achieved via JavaScript focus() method.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
