Some elements on the issue details view are inaccessible with keyboard.

Issue Summary

On backlog page issue details view some elements on the page are inaccessible with keyboard alone.

Steps to Reproduce

1. Navigate to Jira Backlog page in any Scrum project.
2. With keyboard start navigating on the page with tab key.
3. Navigate to any issue in the backlog & press enter to open a issue details view.
4. Continue navigating through the issue details view.
5. Observe that after "close" button focus moves back to the backlog section instead of other elements on details view.

Actual Results

While navigating on the backlog page with details view open the keyboard user is experiencing a tab loop which makes users difficult to access some elements on the details view.

Expected Results

There shouldn’t be any tab loop on the page. The users should be able to navigate & access all the elements on the page with keyboard only.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
