Issue Summary

The tooltip content is not hoverable and presistent

Steps to Reproduce

1. Navigate to “Projects” menu pop-up link and activate it.
2. Navigate to “View all project” link and activate it
3. Navigate to "kanban" link present in data table and activate it.
4. Navigate to "View all issues and filter" link and activate it.
5.  Hover the mouse on any of the interactive element.

1.  Move the mouse pointer away from the mentioned element. 
2. Observe that the additional content does not remain visible persistently even though when it is not dismissed.

 Actual Result

Additional content that becomes available when users hover over with a mouse or when their keyboard focus moves on "More" and " advanced" interactive element it does not stay persistent.
Moreover, when low-vision users try to move their mouse on the additional content in order to read it, the content disappears.
As a result, users with low vision found it difficult to access the additional content.
 

Expected Result

Make sure that the additional content must remain visible until the hover or focus trigger is removed, the user dismisses it, or its information is no longer valid.

Currently there is no known workaround for this behavior. A workaround will be added here when available
