    Description

When the users clicked the previous/next issue button the focus moves inappropriately instead of moving to the triggering element.

Note- Similarly ,When users select an option from the "Order by" dropdown Focus moves to the top of the the page instead of moving to the triggering element.

      Steps to Reproduce

      1. Navigate to “Projects” menu pop-up link and activate it.
      2. Navigate to “View all project” link and activate it
      3. Navigate to "kanban" link present in data table and activate it.
      4. Navigate to "View all issues and filter" link and activate it.
      5. Navigate to the “Previous/Next" issue button  activate it.
      6. Observe the focus moves inappropriately.

      Actual Result

When the users clicked the previous/next issue button  the focus moves to the list of issues instead of moving to the triggering element.

As a result, keyboard-only and screen reader users need to pass the extra content to reach the desired element.

      Expected Result

Ensure that the keyboard focus moves to the triggering element or breadcum link When the users licked the previous/next issue button.
