Issue Summary

When you click on Create Issue Form is displayed on the same page, not redirecting you to a new page.
This is reproducible on Data Center: (yes)

Steps to Reproduce

We cannot replicate the issue in Jira version 8.20.14, Create Issue page in the below screens is redirecting to a new page. But in Jira version 9.4.0, the screen is not redirecting to a new page. [<Jira_Baseurl>/secure/CreateIssue!default.jspa]

Login to Jira and try to create an Issue from various screens, It is not redirecting to a new tab, few examples are below:

• Admin > Project > Create Issue
• Dashboard > Create Issue
• User Management > Create Issue
• Projects > View all projects > Create Issue
• Boards > View all boards > Create Issue

Environment:
Google Chrome version-Version 109.0.5414.119
Firefox browser-Version 107.0.1 (64-bit)
Jira Version 9.4.0/9.4.2

Expected Results

Create issue should redirect to a new tab, but it's not redirecting

Actual Results

The create issue form is loaded on the same page. The screen is not redirecting to <Jira_Baseurl>/secure/CreateIssue!default.jspa

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
