Project archiving and unarchiving is slow for large projects

    Description

      Following the fix for JRASERVER-73281, the time needed to archive/restore a project is a function of the number of issues in that project. See this comment for more details.

      This issue is to gather feedback if the current process of archiving/restoring projects is too slow, impacting admins's efficiency.
