Please add issue-level security at the project level as exists in Jira Cloud. If necessary, implement a safeguard that throws an error and prevents any change in the use of issue-level security at the project level that conflicts with issue-level security implemented at the instance admin level.

 

I really can't stress enough how badly this is needed.
