After upgrading to Jira 9.4.x LTS, the release notes change log link on the welcome page is not working

Steps to Reproduce

1. Upgrade to Jira 9.4.x LTS
2. Open Jira, log in and you should see the welcome page
   
3. Under the "Need to know" section you'll see
   There are some important changes in this upgrade. Show details
4. Click on the Show details link to expand the section.
5. Under point 2 "Upgrading from a previous LTS JIRA SOFTWARE" click on the  Learn more
6. The page will not load 9.4.x LTS release notes change log as the URL is invalid

Expected Results

The link to Jira Software 9.4 Long Term Support release change log should be corrected so that it opens this URL instead: Jira Software 9.4 Long Term Support release change log

Actual Results

You will get a Page Not Found page (it leads to the link).

Access the page using this link instead: Jira Software 9.4 Long Term Support release change log
