Currently in large instances, when JQL searches are performed using not equal and not in clauses with only a few projects or issues types, for example, the resolution time due to the permission checking of all the returned results create a lag when loading Agile boards.

The resolution of the editmodel.json request seems to be taking a long period of time when trying to execute JQL statements with not equal or not in clauses. The period of time it takes to load the results is proportionate to the size of the instance.

While we understand these types of queries are not recommended, it would be helpful if the editmodel.json call could be improved to speed up performance when running these types of JQL queries.
