Inserting curly, smart quotes are not handled correctly

    Description

      I have the default Character Encoding as UTF-8, but this renders ‘smart quotes’ as question marks. I tried changing it to UTF-16 but then JIRA would not display anything except question marks or blanks. I had to go into the database and update the properties table and restart JIRA to get it up and running again.

      UTF-16 is the appropriate substitute, which is also supported by JIRA, according to this link from your documentation:
      http://java.sun.com/j2se/1.3/docs/guide/intl/encoding.doc.html

      So, how do I configure my application properly for MS SQL Server?
