      Issue Summary

If a dashboard is shared to users or groups that are only part of a disabled user directory, the dashboard will no longer be editable.

This is reproducible on Data Center: yes

      Steps to Reproduce

      1. Have Jira with an external user directory.
      2. Create a dashboard and share with users or groups in the external user directory
      3. Disable the external user directory

Note: It is still reproduced if the external user directory is deleted.
Note: It is not reproduced if you disable an individual user.

      Expected Results

As I am the owner of the dashboard, I can still edit the dashboard.

      Actual Results

It is no longer possible to edit the dashboard.

      Workaround

      • Re-enable the disabled user directory
      • Create the users / groups in a current active user directory

Once the dashboard can be edited again, remove the share permissions from problem users/groups.
