Issue Summary

Multiple opening/closing and switching visual/text mode in comment editor, causing RTE footer to get displaced.

Also, multiple undo/redo buttons are getting appended (tracked here https://jira.atlassian.com/browse/JRASERVER-74318)

Steps to Reproduce

1. Go to Projects > Issues page
2. Click on "Add comment"
3. Click on "Cancel"
4. Change the editor mode from "Visual" to "Text"
5. Click on "Add comment"  again

Expected Results

RTE footer should  not  be displaced

Actual Results

RTE footer getting displaced with multiple undo/redo buttons with every action of add/cancel comment editor

Workaround

No workaround. 
Doesn't happen often
