Issue Summary

When visited Issue View page with few page reloads in unbatched mode, causing attachment section to not load properly & also
if Add comment button is clicked , there is missing comment box focus indicator & trying to add table/code/etc(RTE toolbar) or clicking Cancel button giving console errors.

Steps to Reproduce

(local fresh instance)
Jira branch stable/9.0.x

1. Go to Issue View
2. Disable batching (if enabled)
3. Multiple page reloads until see console errors
4. Click on "Add comment" 

Expected Results

• Attachment section should load properly. User should be able to attach.
• Focus indicator in Add comment editor with working RTE functionality/toolbar

Actual Results

• Attachment section - User unable to attach
• Add comment editor - focus indicator missing , unable to use RTE toolbar

Workaround

No workaround. It is working fine in production alike instance i.e. with batched files
