Duplicate pictures when editing an existing comment

This is reproducible on Data Center: Yes

Steps to Reproduce

1. On JSM 4.13.3, Add a comment and save it.
2. Edit the comment and add an image to the comment (Paste a picture directly)
3. Click on save (Either as an internal comment or Share with customer)
4. Two images are added to the issue 

Expected Results

Single image to be shown on the comment 

Actual Results

Two images are shown as below 

Workaround

Add the images from the attachments and one image.
