Node doesn't catch-up issue archiving operations

      Issue Summary

      This is reproducible on Data Center: yes

      The issue is not reproducible on Jira 8.20

      Steps to Reproduce

      1. Create a 3 node cluster
      2. Shut down node1
      3. On node2 and node3 archive some issues
      4. Start up node1

      Expected Results

      • On node1 you cannot search for archived issues

      Actual Results

      • On node1 archived issues appear in the search
