Bulk move fails when user has no "Create Issues" permission

    Description

      Issue Summary

      When doing a bulk move operation as a user that has no "Create Issues" permission to any of the projects (necessary for target project where user would like to move the issues to), the project picker in the "Choose operation" step does not initialize and shows some ID number.

      Also the operation is not blocked, i.e. the user can still trigger the operation that will eventually fail.

      This is reproducible on Data Center: (yes)

      Most probably all versions are affected. Tested only on the newest one.

      Steps to Reproduce

      1. In Issue Search find some issues
      2. Start Bulk Change operation by clicking Tools -> Bulk change
      3. Select any issues from the `Select issues` step
      4. Select `Move issues` from the `Choose operation` step
      5. Click `Next` from the `Operation details` step

      Expected Results

      • Block user for choosing `Move Issues` in the step before
      • Or present an appropriate error message in the `Operation Details` view and block user from attempting to Bulk move issues

      Actual Results

      The following error is thrown in the `Choose operation` screen:

      Uncaught TypeError: e is undefined

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available.
