wrong User profile pic

Issue Summary

Whenever a logged-in user views another's public profile, their profile picture changes to the avatar of the user they're looking for. ( User Management --> Select the User --> View Public profile )

This is reproducible on Data Center: Yes

Steps to Reproduce

Create two users with different Profile Images.

Log in as a Test User and view the public profile of another user i.e admin. Automatically test user  Avatar will get changed with Admin Avatar.

Expected Results

The logged-in user's Profile image should not be updated when viewing another user's public profile.

Actual Results

Profile images are being changed with other users when viewing their public profiles.

Workaround

This issue is not observed on 8.20.11 and above Jira versions. Please Upgrade Jira to the fixed version.
