Ability to defined project phases & attach mutiple documents to each phase

      Enhancements to enable JIRA to be used more as a project management system.
      Provide means to be able to store more information at the project level:

      • Project phases
      • For each phase
        -> phase description
        -> estimated effort
        -> start / end dates
        -> attachment multiple documents
