Issue Summary

The dropdown menu for comment visibility is incorrectly sized, making it impossible to select any option in some cases. Moreover, it opens below the icon even though there is no space left.

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Project -> Issues
2. Pick any Issue
3. Click the button for comment creation
4. Scroll the screen so that the comment visibility icon (padlock icon) is close to the bottom border of the browser window
5. Click the icon to open the dropdown menu

Expected Results

The menu should be expanded above the icon instead of below and be correctly sized.

Leaving more space between the icon and the bottom border of the browser window.
