Issue Summary
The menu links in the header section have missing accessible labels.
Steps to Reproduce
- In the Jira header, keep the screen reader on and navigate to the links such as "Help", "Administration" etc.
- Try to interact with the links using "I" when JAWS is on.
Actual Results
In the header section, when the assistive technology user navigates into the links such as "Help", "Administration" etc. using shortcuts such as "L" and then "I" using JAWS, the links are not announced appropriately to them. This makes them difficult to understand the purpose of the links in the header list.
Expected Results
Provide an appropriate label to the links such as aria-label="Help", aria-label="Jira administration" etc. in order to indicate their meaningful purpose to the screen reader users.
