Update/certify JIRA Charting Plugin for compatibility with JIRA 9.0

Issue Summary

Jira Charting plugin shows as incompatible with version 9.0

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Install JIRA 9.0.0;
2. Go to Administration > Add-ons > Find new add-ons;
3. "JIRA Charting Plugin" will not be found
4. Download the jar file from URL compatible with version 9.0 : https://marketplace.atlassian.com/apps/288/jira-charting-plugin/version-history
5. upload the jar using"file upload" feature from manage app
6. App get installed but shows as incompatible

Expected Results

JIRA Charting Plugin should be compatible with JIRA 9.0

Actual Results

JIRA Charting Plugin is marked as incompatible with JIRA 9.0

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
