Issue Summary

Keyboard trap present for the sidebar when in collapsed mode.

Steps to Reproduce

1. In the Jira header, navigate to the projects link and select any project.
2. In the left sidebar section when collapsed, with keyboard try navigating through the sidebar elements.

Actual Results

In the page for Projects, when the user tries to navigate through the sidebar for the page content, there is a keyboard trap present for the component.
Current keyboard order:
1. When the tab focus is received to the projects shortcuts icon additional options will be displayed and focus moves into the available links.
2. After the additional options, keyboard focus jumps to the URL address bar of the browser.

Expected Results

Expected keyboard order:
1. When the tab focus is received to the projects shortcuts icon additional options will be displayed(when the sidebar is collapsed).
2. After the additional options, keyboard focus jumps to the "Project Settings" icon.
and so on to the main content area.

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available.
