Issue Summary

When adding a new comment, if you switch from Visual to Text. When you next expand the box to add yet another comment, it will display some weird spacing in the UI:

Steps to Reproduce

1. Open an issue.
2. Click comment and while in the visual editor, switch to text.
3. Add the comment.
4. Try adding a new comment.

Expected Results

The comment box expands and displays properly

Actual Results

The comment box appears broken.

Workaround

Clicking on Visual and then back to Text fixes the problem.
