This is reproducible on Data Center: yes

Steps to Reproduce

1. Configure one of the projects to support Zephyr Scale plugin
2. Go to "Tests" tab
3. Enter new test case creator
4. Go to "Traceability" tab
5. Create an issue from there
6. Access the issue from that tab directly

Expected Results

Traceability web panel contains content (in this case it should be filled with "No tests cases" message)

Actual Results

The "Traceability" web panel is present, but contains no content.
No errors are found in the console.

Workaround

Access the issue from other point of instance or navigate to the very same issue using breadcrumbs.
