When editing Issue with many tags in labels or components, the tags do not fit and do not display properly

Issue Summary

On the edit screen, labels, components, and other fields of the same type display improperly when there are too many to fit in the initial box. The box has a fixed height that never includes a second row, causing extra tags to overlap onto the content in the next line on the page.

Steps to Reproduce

1. Create an Issue with a lot of tags, (3 or 4 tags with ~10 characters each will likely be enough)
2. Edit the Issue and observe the tags

Expected Results

The tags will fit in the space allotted, and if they do not, the space will be resized with more rows to accommodate.

Actual Results

The tags do not fit in the space allotted, and the space does not resize, so the tags spill over into the next line of content, as in the below screenshot:

Workaround

Workarounds are possible with custom javascript rewrites, but are not recommended.
This bug was resolved as a result of the fix for JRASERVER-32092.
The fix is present in newer versions, including 8.13.14+ & 8.22.2+
