Issue Summary

In Jira, the combobox popup such as "Project", "Issue type", etc present inside "create issue" modal dialog moves with mouse scrolling incorrectly.

Note: This issue is applicable for all the similar combobox popups present throughout the Jira application.

Steps to Reproduce

1. Navigate to the Jira dashboard page.
2. Navigate to "Create" button in header & activate it. 
3. Navigate to a Combobox input. For Example : Project.
4. Activate it with the mouse. 
5. with mouse, scroll down inside the modal dialog.
6. Observe that the popup moves with scrolling and obscures the content behind it.

Actual Results

When user activates the combobox popups such as "Project", "Issue type", etc present inside "create issue" modal dialog moves with mouse scrolling incorrectly. It also obscures the content behind it.

Expected Results

The Combobox popup should be fixed on the main menu and the user should be able to see all option on it when scrolling down.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
