Unable to (bulk) assign issues to users from Queues page

Problem

Unable to (bulk) assign issues to users from Queues page when 'Assignable Users' permission for the project is granted to a user / group picker custom field.
In JRASERVER project because the underlying API is a Jira API, not JSM API

Environment

4.20.8
4.22.2

Steps to Reproduce

1. Create User and grant the jira-servicedesk-users group membership
2. Create Service Project
3. Create a group picker custom field and add to the appropriate screens
4. Modify permission of the Service Project and remove the default 'Assignable Users' roles (ie. Administrators, Service Desk Team). Add the custom field to this permission
   
5. Create an issue and set the value of the custom field to jira-servicedesk-users group
   
6. Navigate to the Queues page, check the box for the issue, then click the 'Assign' button
7. Attempt to search and assign this issue to the user

Expected Results

1. Able to search for and assign the issue to the user

Actual Results

1. Unable to search for any users. The only visible option is 'Unassigned'
   

Workaround

No known workaround to get this behaviour working. In the meantime

• To assign a single issue
  • View the issue directly to assign
• To bulk assign issues
  • Use the regular Bulk Operation feature (requires Bulk Change global permission): Editing multiple issues at the same time - Jira Service Management Data Center and Server 4.22 - Atlassian Documentation - Edit multiple issues

Notes

1. This happens even when attempting to assign a single issue from the Queues page.
2. Able to assign issues when accessing the issue directly
   
3. Does not happen in JSM 4.17.1. It works in this older version. Here are screenshots
   
   • Additionally, if you attempt to assign the issue to a user without permissions in JSM 4.17.1, an error message will be shown
