Issue Description
User avatar tooltip is inaccessible for keyboard only and screenreader users Information available in tooltip is not conveyed to user in any alternate method.
Steps to Reproduce
- Launch URL
- Navigate and activate issue and select issue from recent issue
- Navigate and activate backlog
- Navigate to sprint section and try to receive focus on user avatar icon observe when user hovers mouse on user avatar tooltip information is given the same information is not available for keyboard and screenreader users.

Actual Behaviour
When user tries to navigate to user avatar icon, image icon is missing keyboard support. When user hovers the icon using mouse the tooltip popup gets available conveying information such as user name and issues. The same functionality is not accessible for keyboard only and screenreader users also no alternate is provided for the same.
Expected Behaviour
User avatar icon should receive keyboard focus and on focus tooltip popup should get activated, by providing role="tooltip" and tabindex="0" when user will be able to move focus on the element and it should show and announce tooltip information
