Blank page WelcomeToJIRASoftware.jspa on Chrome v99/v100

Issue Summary

On Chrome 99 or 100, Jira Welcome page fails to load.
Note that the onboarding plugin will direct users to "WelcomeToJIRA" page, users shouldn't be landed on "WelcomeToJIRASoftware" by default, unless some manual changes were done.

Steps to Reproduce

1. Open Chrome v99/v100 (Chrome Releases post)
2. Login to Jira.

Expected Results

Welcome page loads correctly on Firefox showing the content:

• For users finished onboarding:
  
• For new users
  

Actual Results

Welcome page is blank on Chrome:

Workaround

• For new users affected by the problem can just try to visit 'secure/WelcomeToJIRA.jspa' page to take and finish the onboarding there.
• An end user can try to refresh the page a couple of times, also disabling/clearing the browser cache should help with this issue.
