Issue toolbar elements are read out as links by screen reader inappropriately.

Description

    Issue description

    In Jira issue page, the toolbar elements such as "Edit", "comment", "Assign", etc are read out as links instead of buttons by the screen reader inappropriately.

    Platform: Jira DC

    Version: 7.10.2

    1. With screen reader turned on, navigate to the Jira dashboard page.
    2. Navigate to the project menu button in the header section and activate it.
    3. Activate any project from the menu. For Example : "Test-QA".
    4. Navigate to any issue link in the main content area and activate it. For example "TES-1".
    5. Navigate to the toolbar elements such as "Edit", "comment", "Assign", etc

    Actual Behaviour

    While navigating with screen reader turned on, when user navigate to the toolbar elements such as "Edit", "comment", "Assign", etc in the main content area, they are announced as links instead of buttons.

    This makes difficult for screen reader users difficult to understand the functionality & purpose of these elements more effectively.

    Expected Behaviour

    The toolbar elements such as "Edit", "comment", "Assign", etc in the main content area should be announced as buttons by the screen reader.

    Mark them as button in the source code such that screen reader will announce them as button elements correctly as a primary option since this will fix this issue in all the environments.

    Else role="button" can be provided to the anchor elements in the source code as a secondary option.

    This helps screen reader users to understand the functionality & purpose of these elements more effectively.
