Issue Description

Screen reader does not render when "Create an Agile board" modal dialog appears on screen.

STR

1. Turn on screen reader and navigate to "Boards in this project" from left navigation menu.
2. Activate "Create board" link. Observe "Create an Agile Board" appears on screen but it is not render by screen reader

Actual Behaviour

When user activates "Create a board" link , "Create an Agile Board" modal dialog appears on page which is not announce by screen reader. Inshort screen reader users are unaware that modal dialog appears on page and it will be confusing experience for screen reader users.

Expected Behaviour

Screen reader should render when "Create an Agile board" modal dialog appears on screen. For this provide role="dialog", add "aria-labelledby" attribute to the <div> element containing the modal dialog content.
