Issue description
On Jira login page, the error message "Sorry, your username and password are incorrect - please try again." is not announced by the screen reader.

STR
- With screen reader turned on, navigate to the Jira login page.
- Keep Username & Password fields empty.
- Navigate to the Login button and activate it.
Actual Behaviour
While navigating with screen reader turned on, when user activates the Login button without filling the Username & password input fields, an error message "Sorry, your username and password are incorrect - please try again." is displayed above the form.
Screen reader doesn‚'t announce the error message. This makes screen reader users difficult to understand & resolve the errors on the page.
Expected Behaviour
As soon as the error message is displayed on the page screen reader should announce it. This helps screen reader users to understand & resolve them more effectively.
ARIA role="alert" or Live regions should be used to announce the error messages to screen reader users. Refer to the following link more references.
